Westerly Library and Wilcox Park (WLWP) provide patrons with free use of various technologies including computers, access to the Internet, Wi-Fi, and Makerspace equipment. By using such services, patrons agree to abide by all applicable WLWP policies and terms including this policy and our Rules of Conduct. Staff have full authority to enforce these policies and procedures as well as policies related to general behavior in the library. Violation of these rules may result in the loss of library and/or park privileges.
- An Ocean State Libraries card is required for Rhode Island residents to use library computers and some equipment. Guest passes are available for computer use for out-of-state visitors with valid identification.
- Library cards are not transferable for computer use. Using another patron’s library card is prohibited.
- The library makes no guarantees, either expressed or implied, with respect to any technology, equipment, software or other library materials.
- The sound on all devices must be off. Patrons may bring their own headphones or purchase a pair.
- Patrons may plug in their own devices into designated outlets but must make sure cords and other peripherals are not in walkways.
- Patron may not unplug any device from any outlet or peripheral device that does not belong to them.
- Patrons agree to take proper care of all materials that are library property. Patrons and/or their parent/guardian agree to pay the replacement costs of any equipment or materials lost or damaged by the user.
Wireless Internet Access
WLWP provides wireless Internet connection in the library and on the adjacent Esplanade. Properly equipped wireless devices will connect to the network in the same manner they would to other typical wireless networks. The wireless network is unsecured, and patrons should use appropriate caution when transmitting personal information over unsecured networks.
Computer Use Information
- Public computers automatically shut down 15 minutes before closing.
- The time limit for computer use is 2 hours over the course of the day. Guest passes receive 1 hour. Time limits are subject to change and may be altered at the discretion of staff.

- Files can be temporarily saved on public computers but will automatically be deleted at the end of each session.
- Public Access Catalog computers are not to be used for anything other than the catalog. Monitoring a child’s use and access to the Internet is the responsibility of the parent/guardian. Printing
Self-service printing is available from all public computers and internet enabled personal devices. Patrons will be charged per side per page for printing. Pricing varies based on color and size. Refunds will only be issued if the printer produces a blurred, black, or otherwise unreadable copy or if the paper leaves the machine torn or wrinkled.
Assistance
- Staff has limited availability to assist patrons who do not have basic computer skills. One-on-one sessions for basic computer assistance are available by appointment.
- Staff are unable to process financial and personal transactions on behalf of patrons.
- Staff will instruct patrons on safe use of Makerspace equipment.
Kids and Teen Computers
- Computers in the Kids Room are for kids and tweens only. No adults may use these computers unless they are a parent/legal guardian/caregiver accompanying a child in the adjacent space. The Teen Room may restrict the use of its computers in those who are under 18 years old at any time when school is not in session (i.e., weekends, holidays, summer, and after 2 p.m. on weekdays during the school year)
Makerspace
The Makerspace offers access to various technologies and equipment to stimulate hands-on exploration, collaboration, imagination, and innovation. It is open to the public during normal library hours but may be closed for programming or at staff discretion. It is recommended that patrons make an appointment to ensure there will be assistance and equipment is available.
- Patrons must check-in with staff before using equipment.
- To guarantee usage of Makerspace equipment, patrons should make an appointment ahead of time.
- Patrons must be trained by staff for each piece of equipment they wish to use. Certain equipment may only be operated by library staff.
- Equipment is available to use free of charge. Limited consumables/materials may be available for purchase.
- Equipment is for personal, non-commercial use only.
- Patrons agree to leave the equipment and space in clean, working order.
- If equipment breaks or malfunctions, patrons must alert staff immediately.
- Staff reserve the right to review, modify or deny any projects for any reason.
Legal Information
- Violations of any local, state or federal statute are prohibited.
- Patrons use all provided computers and tools at their own risk. WLWP is not responsible for any injury or damage caused while using Makerspace equipment.
- Patrons are responsible for compliance with all copyright notices and restrictions attached to web content and applicable state and federal laws.
- WLWP does not monitor internet or equipment use and cannot be held responsible for its content.
- WLWP complies with the federal Children's Internet Protection Act (CIPA) which requires the use of filtering software on public computers to limit children's access to material that is (a) obscene; (b) child pornography; or (c) harmful to minors. - Filtering software may not block all material patrons find offensive.
- Adults, 18 years or older, may choose to use unfiltered computers for research or other lawful purposes. Patrons may request that the filtering software be disables if the above criteria are met.
- Patrons may not invade the privacy of others or engage in any activity that is harassing, bullying, defamatory, or threatening. These behaviors are a violation of RI state law §11-52-4.2 (Cyberstalking and Cyber harassment).
- WLWP is not responsible for the safety or subsequent usage of items created in the Makerspace.
